I'm measuring with the Xfinity Speed Test.
...but also on the AP client screen someone posted earlier I see exactly 400M for both the Samsung S21 Ultra and the Dell 7590 with the killer card.
I probably *do* have some interference from neighbors hoises but not multiunit housing or major urban interference.

I like Speedtest because it is browser independent and can choose local sites. But i also use several browser sites such as Fast with the same results.

OK, you called it. 400Mbps *was* 40Mhz channels.
The problem is due to the "Extension Channel" setting being fiddly.
If it is set in an invalid manner, it will stick, switch to 40Mhz and change the channel back to "Auto" AND the "Channel Width" still shows "VHT80 (80 MHz)" even thought it is *actually* operating at 40Mhz.

I would have given up had I not know what was possible (866Mbps PHY speed on the Asus R6700 router).
Also, the suggestion to explicitly set the channel ultimately tipped me off to the channel setting flipping itself back to auto; it was then that I realized the Extension Channel setting might be invalid.
For anyone new, the settings I posted above are the good working config.
