I setup my Windows Server 2019 at the office to be able to accept incoming VPN connections using L2TP/IPsec. I have tested it internally, and can make vpn connections to it just fine on the local network. I can't seem to make a connection from the outside though.
We have a static IP from our internet providor, and I am Port Forwarding both TCP and UDP ports to our local server on the router:
500
4500
1701
5500
I have other port forwards setup that work fine such as port 80 going to the same server that works fine from the outside.

No router model or build number. Please read the forum rules and guidelines. My usual response got me in trouble. But if you've read the applicable wikis, and the disclaimer on the router database and searched the forum, you would know to not use that version. Please consider upgrading to the most recent release (as of this posting):
