Loophole to bypass "Default Bandwidth Level"

There appears to be a loophole that allows devices to bypass the Default Bandwidth Level. I'm guessing this is because the first time the device accesses the router its MAC address is logged and a rule created based on its IP address, should the device change its IP address the next time it accesses the router the MAC is checked, found to already have a rule, so no new rule is created based on the new IP address and the device can achieve the full bandwidth.

To test:-
- set the Default Bandwidth Level and confirm the first time the device accesses the router that the limit is correct
- change the IP address of the device and retest, the limit is no longer applied
- change the IP address back to the original and the limit is once again working

It would be great to find a solution to this problem.
