Can DD-WRT be used in this application?

We need a wireless router that is not connected to the Internet. Instead, the router, or network of routers, directs all requests to a web server on-site at an event.

The attendees connect to the router by Wi-Fi and see the locally served website - regardless of the URL they enter in the browser.

How difficult would this be to set up?

I don't know if this can be done internally in the router, but I'm sure you can set up the DHCP to make the gateway point to another computer on the network, and configure the webserver on that computer.
