QoS - HTB or HFSC

In order to get QoS bandwidth limit to work in the newest firmware does it have to be set to HTB or HFSC? Mine is set to HTB with limit at 80kilobit per second and I am still seeing spikes above 800kilobit.

If this was answered in another topic could someone post the link? I tried to search a few days ago and couldn't find much information.

qos does no cut off! i the 80kbit are only a mean valuen which is reached. so there will be spikes
