R6300v1: what does 802.11k support mean roaming-wise?

Hello,

I am running a Netgear R6300v1 in AP/Switch mode, the main router being an AVM Fritz!Box 7530 running stock firmware. According to Wifi Analyzer, R6300 supports 802.11k whereas the Fritz!Box supports 802.11k and 802.11v. Both devices run 802.11ac, but the Fritz!Box also supports WPA3/SAE additionally.
My phone often sticks to the Fritz!Box and does not switch to the R6300, even when right next to it. Do the APs need to somehow talk to each other for 802.11k to actually do anything useful? Or are the sticky client issues caused by phone preferring weak WPA3 to strong WPA2 signal?

I should have phrased my question more precisely: 802.11k appears to be mainly about neigbor reports. But where does the AP get the information from? Does it scan the spectrum itself? Or do other APs need to somehow announce themselves?
