So can someone tell me if the dd-wrt installation for the Nighthawk r9000 includes the Plex media server. I have hunted for information on this for days and the information is extremely sketchy especially since most of the information about it is many years old.

I'm going to venture to say that Plex Media Server is not included for the R9000:

I found post saying that devs were working on including Plex and that they were attempting to get permission from Plex maintainers... But no further information was posted.
I'm really looking to hear a response from someone who actually has dd-wrt on an r9000

I was dealing with what ended up being hardware failure when the initial commit for Plex was added, give or take:

R9000 Wifi Failure = firmware load issues

Again, not looking further for you, but be aware that these things are prone to wifi failure because of a shitty heat transfer design. Good Day.
