802.11r and WPA3 SAE

This Openwrt discussion repeatedly states that 802.11r will not work with WPA3 SAE, vanilla or mixed with WPA2, if ft_psk_generate_local=1 as it is on ea8500 r55819 with WPA3 enabled. Is this bad advice (it seems rather authoritative), or is this a bug that needs correction? It does seem to be appropriate for WPA2 alone.
