I want to be able after a factory reset to load a saved config that will populate all the config pages, but without a reboot as it does now, and without applying the settings until I'm ready. This would help me pick-up where I left off with troubleshooting, but save me from having to excruciatingly enter my prior settings up to then.... Is there, say, a Telnet/SSH command that would load a saved config in that way?

huh yes this would be great, but sadly..nvram erase is bound with reboot..
otherwise..

nvram backup (path) (filename.bin)
nvram restore (path) (filename.bin)

no brackets... Cool

Are you saying that it is not possible, and then only as a memo item giving me the terminal commands for the exact same backup & restore functions as in the GUI > Administration > Backup?

Probably some relevant and irrelevant info, but 5 top results because I had some spoons handy and it's a slow day at work:

Backup from command line?

Backup / Restore of NVRAM settings using EXCEL ... 100%

nvram show equivalent to GUI backup settings

Backup / Restore

https://gist.github.com/Aikhjarto/5b1c6b5e5d373d8d60c004e075b29acc

You would need to scp a copy of your backup for future use to your pc and then upload it via scp.

Sry i got confused with your thread tag question...and im in Switzerland for work and away from my routers to test it again...+ im burned out atm...but...
if you want to reset via CLI using nvram reset and then load your config and reboot at the same time...nope in the past it was not working for me in the way i wanted...i know BS did a commit to keep the WAN settings recently, but in the past restoring settings via CLI and reboot was not holding your WAN interface settings, so you had to enter those manually after...and this was very odd, as if you are away, your unit it will be not accessible...after reboot...need to test that nowadays... Cool Laughing
(may be it was a security intend..or just a glitch)

To save my settings GUI format, I usually use export via PDF via browser... page by page via GUI..and those are easy accessible, than copy paste values... i know its not the smartest way, but it works for me.. Cool
I also do nvram backup via CLI too and keep those .bin on a usb flash drive for later..if needed..
