I am looking for hardware recommendations for gigabit fibre Internet.
Don't need WiFi, no VPN. Will need to handle Intensive QoS and probably near the max limit of connections (65k), approaching 250 clients.

Suggestions for Motherboard, CPU, PCI-E cards required. All-in-one solution, doesn't matter.

Not looking to spend >$300.

have you looked at the https://protectli.com/ hardware? they are pretty good x86.

I would suggest an 4th Gen i3 cpu with motherboard. Make sure its at least a 2 core 4 thread. It will have AES instructions which is needed for encryption. Those are cheap to get. Stay away from Pentium or Celeron series. Then get quad port or the 6 port card in the 2.5Gbps range. The 6 port 2.5Gbps card cost me $100. The rest of the system you can find used for $100 or less in the USA with 8Gb ram or more.

Marvell OCTEON TX2 - QHora-322 - i can see it in ho1Aetoo signature...and its seams to be decent...otherwise there are few micro multiport PC's on aliexpress ...

nice toy, manages 1gbit QoS on one CPU core ... but don't know if that's enough for your project

QoS unfortunately needs a lot of CPU power, especially at such speeds and with so many connections
