[R7500v2] "tc qdisc add netem" does nothing

I can't seem to get the netem qdisc to be set. I have the following interfaces:

qdisc fq_codel 0: dev eth1 root refcnt 2 limit 10240p flows 1024 quantum 1514 target 5.0ms interval 100.0ms memory_limit 16Mb ecn
qdisc noqueue 0: dev br0 root refcnt 2
qdisc noqueue 0: dev wlan0 root refcnt 2
qdisc noqueue 0: dev wlan1 root refcnt 2
qdisc noqueue 0: dev wlan1.1 root refcnt 2
qdisc noqueue 0: dev wlan1.2 root refcnt 2


I issue the command:

tc qdisc add dev eth0 root netem delay 10ms


and nothing changes. "tc qdisc" says the same thing.

I can see that sch_netem.ko is missing from /lib/modules, but I also see this in dmesg:

[    2.301223] netem: version 1.3


This suggests that sch_netem is compiled in-kernel, although I don't know how to check that.

Am I missing something?

I'm running r50474.

Looks as if netem support was never added to Official releases' version of tc if it's not working.
