well... you have to start with exposing you setup and giving us more details..as many as you can...post pic's of Basic Setup page and Services page and Status>WAN page...
you can cover the sensitive data like IP, MAC's and ect.
Does your router gets an IP form the modem...what interface is the modem providing, dynamic DHCP, Static IP, PPPoE...and ect. do you have an IPv6 address given by the modem....some ISP's require VLAN ID, some bound their IP's to specific MAC address...so, far many details are missing..
If you have IP do you have a working DNS...try to add to DNSmasq those 2 lines (click save & apply)
no-resolv
server=9.9.9.9
-first line will tell DNSmasq to ignore any other DNS's (like those that could be fetched by your ISP to the stack)
-second line are the DNS servers you want to use...you can add as many as you like... _________________ Atheros

Sorry, I have very limited knowledge of this. I have attached pictures of those pages.
The modem is a Motorola MB7621, and the ISP is Comcast Xfinity. I had to register the MAC address of the modem with Comcast to activate the service, but I did not enter anything or make any changes to the TP Link router for it to work.
I do not believe the router is getting an IP from the modem, but am not sure.

Try a hard reset and assigning local IP that is outside of the upstream router's IP subnet. Something tells me some nvram gremlins from your fiber configuration (which was PPPoE?) are mucking things up, unless the ISP router's LAN ports are disabled... _________________ "Life is but a fleeting moment, a vapor that vanishes quickly; All is vanity"
