Your build is old and outdated (not saying that that is the current problem), note the disclaimer on the router database.
See the forum guidelines with helpful pointers about how to research your router, where and what firmware to download, where and how to post and many other helpful tips:

Current build is 50963.
I personally tested:
Router Model: Linksys WRT 54 GS v1.0
Firmware Version: DD-WRT v3.0-r50814 mega (11/05/22)
Kernel Version: Linux 2.4.37 #70150 Sat Nov 5 22:34:09 -00 2022 mips
Which works in normal gateway mode, so perhaps try that or the latest build 50963.
These routers are not used much any more so it is possible that they are just broken.
*After* upgrade reset to defaults and put settings in manually.

I just dug up the router and setup repeater mode, which worked without a problem with build 50814.
But I only tested it wired so with a PC connected by ethernet to the router and that was working, I did not made a Virtual AP yet.
