Does DD-WRT flush all rules when re-provisioned?

It came to my attention that some routers simply flush NAT rules when some NAT settings are changed in GUI, especially if/when IPSets are adjusted. Is that normal? Wouldn't that be a vulnerability? Does DD-WRT do that?

The ipset rule is set in the firewall e.g.

iptables -I FORWARD -m set --match-set YOUTUBE dst -m time --timestart 8:00 --timestop 18:00 -j DROP

The YOUTUBE set is then dynamically updated by DNSMasq the firewall itself is not altered.
