Sorry for yet another I can't get my VPN to work thread but I'm a man with limited hair to pull out and I'm down to my last follicle.
The client on my Android phone states "TLS Error: TLS key negotiation failed to occur within 60 seconds"
I've checked suggestions in the troubleshooting guide and they haven't yielded any solutions so now I'm reaching out.
Running DD-WRT v3.0-r49544 std (07/22/22)
How are the IP tables looking? [deleted]

I guess you have found the OpenVPN documentation (a sticky in this forum) and setup accordingly but I am afraid I have bad news for you.
It looks like you are behind CGNAT:

Most ISP's with CGNAT do not port forward, but ask your ISP
The TLS connection error means you cannot reach your router which could be a consequence of CGNAT
There are solutions like setting up a server in the cloud and use a VPN client to connect to that server, or using things like ngrok/zerotier/tailscale
Or even a VPN client to a commercial provider which supports port forward so that you port forward via your VPN provider _________________ Routers:Netgear R7000, R6400v1, R6400v2, EA6900 (XvortexCFE), E2000, E1200v1, WRT54GS v1.

Turns out my ISP allows me to opt-out of CG Nat. Hope this fixes it.
