It affects services like SNMP and TOR perhaps other services, upto current 48865 and including current dev builds 48884, IDK when this issue started (build wise), but depending on setup and services used, whichever are affected require more than one apply to get them going.
Ones working as intended with enabling and clicking apply once are syslog/ttraff Daemon, havent tested others.
This will affect multiple platforms not just Broadcom.
Other issues that require multiply clicks of the Apply button, is Dnsmasq, when enabling/disabling the options and clicking Apply the result is not writen to the respective config file and will require multiple applies to take hold.
And by multiply clicks of the apply, its not hammering the button, its simply clicking and waiting 5 seconds minimum and checking if options are being written to file or not between further clicks until it takes.

I should mention that my WRT54GL NEVER had the 3-15-22 build on it. I upgraded it from a version from July 2021. It now has the 3-15-22 build on it. This is the std_generic version. I have not tried the mini. Lacking too many features. Not like I use these WRT54GLs for anything anyway, just to help troubleshoot. Here is the flash log:

its says The free memory is not enough, try stopping some non critical services and releasing memory before flashing, else bingo no dice. Then flash and restart whatever services.
IDK if that message refers to ram memory or flash memory, but some platforms may need extra blocks, for instance mine now writes two extra blocks for the last 10 builds including dev builds and public builds. Firmware size went up slightly and recently down, but still those extra blocks being written.
