I have discovered that my torrent ip was leaking while using qBittorrent locally on the router bound to the oet1 wg interface. PBR seems to be fine in Transmission BT but all other torrent clients I've tried are failing the torrent leak test. Has anyone run into a similar issue? I'm on build 47822 but this has been happening for some time.

I am not using a torrent client myself but I assume you are talking about using the torrent client on the router itself e.g. you have used entware to install Qbittorent?
I know you can bind the torrent client to a specific interface , maybe the QBittorent does not look for oet1 but wg1 ?
Just some random thoughts
You can specify a port to run over the VPN as alternative, see the WireGuard Client setup guide under Policy based routing _________________ Routers:Netgear R7800, R6400v1, R6400v2, Linksys EA8500, EA6900 (XvortexCFE), E2000 (converted WRT320N), WRT54GS v1.

The process running on the server will go out over the OUTPUT chain and rules in the FORWARD chain does not have any effect.
