You can not backup and restore to a different build (well you can but that is useless).
If you reset you have to put in settings manually.
Whether you should reset is debatable if you were to come from a really old build e.g. > 2 years old I would always do it, in your case you might just upgrade and only reset when experiencing problems.
But a fresh start is perhaps a good idea.
Recent WireGuard can import conf file for very easy setup.

It is mostly done with nvram variables so yes you can download them and insert them again, there are scripts flying around to do that, I think easyddup also has that ability: https://forum.dd-wrt.com/phpBB2/viewtopic.php?t=322503
