The one LOM created is likely NOT newer. These webrevert files are without a bootloader (just like webflash and OpenWRT sysupgrade files), but have a special header attached. I have not personally tested flashing them via CLI, although the thread regarding the upgrade debacle from build 33375 method may apply if normal CLI flashing method does not work.
I couldn't find any mentioning on the web that stripped FW files from friedzombie.com archive ( https://forum.dd-wrt.com/phpBB2/viewtopic.php?p=1244355#1244355 ) are with special headers. In fact they are commonly used for TFTP flashing. Would someone help to download FW for TP-Link WDR4900 V1 from that archive, as I couldn't get any downloads. There might be a special way to download broken links from webarchive?
It is completely unnecessary. If you need a stripped file for TFTP, just remove the bootloader from the stock firmware file. Read KrypteX's post in the thread already linked:
