I will have to verify, but the bugtracker may have been locked down. What browser are you using? It is recommended to use Firefox ESR portable or Pale Moon Portable, separate from your main internet traffic, in private browsing mode.

You may also wish to try upgrading to see if it was an issue that may have been resolved after 44715. The current public release is 46329:

static leases may only contain alpha numeric characters a hyphen and probably an underscore.
If there are other characters it is problematic.

It is far easier for maintenance and backup to use the Additional DNSMasq Options to add static leases like:
