Router D-Link 615 E4. Reboot button broken.
Hence, Flashing of correct firmware using TFTP/Win-xp success
Waited for half an hour.
DD-WRT GUI not accessible, either in xp or Windows 7
30/30/30 Reboot not possible.
Any idea, please.

only have 1 x Ethernet cable from pc to LAN port on DD-WRT router, nothing else connected for now.
access DD-WRT UI from browser http://192.168.1.1 if it can not be reached either try another browser or try pinging the address, can be a browser cache issue.
You may also wish to try setting a static IP on PC - IP 192.168.1.2 - SM 255.255.255.0 - GW 192.168.1.1 and DNS 192.168.1.1 8.8.8.8
try pining or connecting again.
30-30-30 is no longer recommended by DD-WRT even if you could.
If after that you can still not connect i suspect you'll need a serial TTL usb cable although i am not familiar with your router myself, someone else may help further

Thank you for your help.
1. Yes, as advised only one Ethernet Cable from Router to PC
2. LAN settings as recommended https://wiki.dd-wrt.com/wiki/index.php/TFTP_flash#Command_Line
3. Tried browsers: Fox, Chrome, ie. No joy.
4. As described on wiki page mentioned above, for Windows step 6 still mentions Hard Reset 30/30/30 Confused
5. No ping from GW 192.168.1.1, after flashing and change to Static IP
6. Tried Erasing nvram, with telnet and WinSCP. Access refused/denied to designated ports.

Since, I am noob around, so wan't sure that this post was in response to my request.
I flashed from dd-wrt.com/dd-wrtv2/downloads/betas/2020/07-09-2020-r43718/dlink-dir615e4/
I confirmed that upload size was < 4MB

Thank you for your tip. But it does not work. Per Openwrt info page E4 has issues. Moreover, laid down procedure can not be followed.

There is probably a rather lengthy device thread for DIR-615 in the forum somewhere, possibly linked in the List of References sticky at the top of this forum section. May want to do a little reading and research. Generally speaking, an older version of IE seems to work for these problematic devices. Sometimes Guru also misses important info. This is one of such occasions.
Question is not about version of IE or problematic device(s).
It is about a broken Reset Button. Please re-read OP and later part of thread.

A "reboot" button is not a reset button. Sometimes, it helps to use correct words. Anyhow... here, let me repeat myself:

Focus here, but if you aren't going to listen to people on how to solve your issue, I don't know what to tell you. Your option is most likely serial console flashing, as I've said twice already.
Also, this device is probably one of those finicky sumbitches that may need a dumb switch in between PC and router to play nice. And, you do not 30-30-30 an Atheros device, either. Most of the time, it's ~10 seconds, but since your reset button is broken, then you have to either get into webUI, ssh, telnet, or serial to do anything. My apologies for erroneously calling Reset button as Reboot Button to the forum members and thanks to you for pointing out the mistake.

3. I did read the the serial console flashing section. I need to understand it.
4. I actually panicked at the sight of the PCB, voltage measurements and suggested soldering. The last time I used a soldering station was maybe 35 years ago.

While I explore and research possible solutions
1. I attempted to connect to the router through Telnet.
While using OEM GUI, even if properly configured, TELNET under Advanced-Virtual Server tab, pic attached,
whenever, I attempt to use Telnet command from my laptop, with windows Firewall disabled, Microsoft Security Essentials disabled, off-line
Both in Windows-xp and Windows 7 ultimate, I always get the following error message:
Could not open connection to the host, on port 23: Connect failed
