Not able to setup guest network on r7000p

I was trying to setup guest network on r7000p (ddwrt 6/30/2020) but the router refused to setup guest network. I ssh into the router and run "ip a". I can see wl1.1 VIP but its status was DOWN.

Is it a bug of the firmware?
