QoS configuration problem

Hi Bros

I want to config
1. Total bandwidth of router is Unlimit
2. Bandwidth for each client connected to Router is Limit

And the I tried to change config but under
"Default Bandwidth Level", it seems doesn't work
=> It always has higher bandwidth compared with "Default Bandwidth Level" config

So is there anyone got this problem?
