QOS Default Bandwidth Level not working.

Hello, I recntly installed on an older x86 pc. I have setup QOS and mac filtering is working and limiting bandwidth properly however when i attempt to use the "Default Bandwidth Level" function at the bottom to set a generic max throughput so i do not need to define every device it fails to lock down that throughput.

I am unsure why this is not functioning.

my setup is the DD-WRT x86 machine with an Intel 4 port gigabit nic.

1 computer plugged directly into the dd-wrt router

all other devices are connected to a Asus GT-AC5300 which is configured in AP mode and connected to the Intel NIC in the DD-WRT router. The DD-WRT machine is providing DHCP to all devices.
