I tried to upgrade my WRT1900ACS V2 but after the successful upgrade (I have not seen any error message), the firmware returned to the previous release.
Updated WRT1200AC v1 from r37837 to r39031 with no reset, no issues using Firefox 65.0.2(64 bit) Up-time 2+ hours. Usual OpenVPN client yellows in syslog.
Wired, wireless,OpenVPN client, DNSMasq and VPN passthru (Corp VPN passes thru OpenVPN Client) working as expected with no wired/wireless or OpenVPN drops noticed since update.
Kernel Version Linux 4.9.161 #854 SMP Sat Mar 2 03:14:15 CET 2019 armv7l
OpenVPN dropped reverted to r37837

WEBFLASH with IE11 r38993 -> r39031 WRT3200acm, 1 local & 1 over WiFi.
Had the usual with no Internet, reboot after upgrade solved as always
WRT1900 V1's & WRT1200 V1 had to change partition to 2 (reboot) ,otherwise would not upgrade to partition 2. WEBFLASH with IE11 r38581 -> r39031
All three done over WiFi
So far no apparent problems. ESP devices still won't connect on 3200's without workarounds. _________________ Starlink & DSL -> TPLink TL-R470T+

Since it looks like the Factory flash may still be an issue and I already had 38993 installed on Partition 1 I used the DD upgrade trick to do an in-place upgrade on my WRT1900ACSv2...
Factory Linksys on boot_part 2
DD-WRT on boot_part 1
Running on boot_part 1
Run Command: ubootenv set boot_part 2
DO NOT REBOOT
Upgrade to new WEBFLASH - DO NOT RESET...
Successful in-place upgrade from 38993 to r39031.

I tried to upgrade my WRT1900ACv1 via GUI, but the firmware returned to the previous release (r38581) upon reboot.
I'd rather not swap partitions etc - this was not necessary before and I will wait for BS to resolve this recent issue. _________________ ------------------------------------

I Still had to use the Shell method to upgrade on this build. As for the Rest all working well so far.
Oh yeah id like to mention that the 2.4ghz and 5ghz Virtual Access points are also now working in this build and the previous build. _________________ Downloads:

@Nickant
Same thing with my WRT1900AC v1, however, I got round this by simply re-flashing with r38581 first, then flashing r39031 immediately after. All settings retained.
No need to "swap" partitions manually.
My other routers upgraded via Webflash without a hitch. _________________ Linksys WRT32X v1 - r45677

I tried to upgrade my router again and again but unfortunately there is no hope. My router recalls the previous release of firmware after the reboot.
This release also should be removed on the ftp site!

Yemble - thank you.
I reflashed my WRT1900ACv1 with r38581 and then reflashed with r39031 as you suggested and it worked!
Initially the r38531 reflash looked bad, as it never gave the "successful" message and the 5 min countdown timer kept going.
I had to manually turn off/on the router to get it to come back up with r38531 before flashing r39031. _________________ ------------------------------------
