Are you sure it was higher before? As you found out the transmission power is locked by country.

Looks your country is 2.4 GHz@100mW/20dBm and 5 GHz@200mW/23dBm.

When you upgraded did you choose the reset option or did you keep the config from the old build?

I kept the config from the old build ... why ?

The further your jump is between builds, the higher the chance that something has changed with how DD-WRT stores some of its settings. If you aren't experiencing problems you are probably okay, but sometimes people think a build is bad when really all they need is to restore to factory defaults (either from web interface or the reset button) and reconfigure.

"Note for DFS of WRT3200ACM (88W8964):

All WRT3200ACM devices are programmed with device power table. Mwlwifi driver will base on region code to set country code for your device and it will not allow you to change country code. There are another wifi (phy2) on WRT3200ACM which is not mwlwifi. It will allow you to change country code. Under this case, country code setting will be conflicted and it will let DFS can't work.

There are two ways to resolve this problem:

Please don't change country code and let mwlwifi set it for you.

Remove phy2. Under this case, even though you change country code, mwlwifi will reject it."

So, it's a hardware lock via region code and power tables. If you change country, the driver won't allow it.
