100% repeatable: syslogd dies saving Access Restrictions

I don't see a bug report on this, although I can detect the issue in other reports.

If you click "Apply" in Access Restrictions, a LOT of services get rebuilt. One stays reliably dead.

Rebuilt:
cron
ntp
vpn
wland
klogd
syslogd

Dead: syslogd

Do we really need to restart everything?

I am suspecting this *might* relate to my issue with WiFi going flaky. (In this case, even a reboot doesn't fix the wifi. I must power cycle.)

(I'm on Kong 35530M, R7000.)
