Second and more importantly, for me, I am looking for a build that will allow me to monitor bandwidth usage by device over a specified period of time.

I live out in the sticks and have satellite internet with limited high speed allowance. This month it was all used in about 8 days. I need to find the bandwidth sink and disable it or restrict it or something. I dont need tools in the router to do this, I just need to figure out where it is coming from

On windows, mac and linux you can do it using a program such as: https://www.softperfect.com/products/networx/

android and iOS actually have it built in, you can find a way to limit wifi usage and even set it up to warn you when you get near.
