Como podría con un dir-300 dlink y fw ddwrt, (no recuerdo ahora versión jejeje) bloquear todo trafico que no sea navegación.
cortar mail,smtp,pop etc..

podría bloquear todos los puertos menos el 8080, 80 y 443 ??? es un poco tajante pero bueno es para wifi publico.
