Essentially everything works fine on the same ip address range 192.168.0.* across primary and secondary router. I need this because I have devices (printers, NAS) and such on the primary router that I need accessible from the secondary router. On the secondary router I have ATV, DirecTV, (everything else) and also have a PC that has PIA VPN installed and it works fine so I know I can VPN thru it. The other device that I'm now trying to connect on the secondary router is this Fire TV. It also works fine thru secondary router but I'd like it to have PIA VPN. I tried the PIA APK on Fire TV but their support says it will not work on that device natively, so I've given in to having install the PIA VPN on the secondary router itself. Doing this will make all devices on the secondary router be VPN internet and such. But I also need them to be able to connect to devices on primary router.

I am sorry that I can not give you specific instructions, but you could try the following:
Setup VPN on you secondary router, you can restrict the VPN to a range of IP addresses e.g. 192.168.0.80 - 192.168.0.89. Set your TV with a static IP address in this range, so it will go through the VPN.
Other clients will get an IP address of the DHCP server which normally starts at 192.168.0.100 so outside the afore mentioned range and therefore will not go through the VPN.
