Your devices listing does only show 4 interfaces (If#0 - If#3) but a 19d2:0031 should have 5 interfaces.
The missing interface in your dongle is a direct ethernet interface and is the interface dd-wrt want to use.

What is the product name for this ZTE dongle?
Have you checked if there is any firmware update available for this dongle from the supplier/distributor?
