I have my router setup in client mode to give internet to the connected LAN devices. In my apartment we also have a ethernet wall jack for getting IPTV. Unfortunately, this jack doesn't provide Internet though. So, I need to figure out how to setup my router so that all traffic to (128.187.16.167) is sent through the LAN uplink, while all other traffic continues to go through the WIFI client mode uplink. Is there anyway to do this?

The WAN port won't have a DHCP client running so you will also need to either assign it an address with ifconfig or spawn another dhcpc process for it.
