Txpower is capped at 13 dBm

Hi,
I own a buffalo ag300h dual band wireless router and went ahead flash dd-wrt( both pro and community build version) but webGUI shows my Txpower at 13dbm for both version, change Regulatory Domain and Tx power do nothing.
I've tried iwconfig ath0 txpower command but number higher than 13 result an error:

Code:
 Error for wireless request "Set Tx power" (8B26)
 SET failed on device ath0 ; Invalid argument.


not sure why but it seems my router is capped at 13.Any advice?

Cannot found 80211n_wlanconfig command

Edit: probally EEPROM of the card defines the regulatory limits. How do I fix it?

I did look up but still got no solution yet. Tried both iw ; iwconfig but set anything higher than 13dbm = error
Changing different region also doesn't work
