v23Micro not retaining username/password after reboot

Changed the login username and password through the GUI on a WHR-HP-G54 on v23 SP2 (07/13/06) micro. The password takes... Telnet uses the root and the new password... if you then issue reboot from within telnet, once the router comes back up, loging to telnet and gui is again through root and password admin?

Possible bug?
