I get almost full speeds on speedtest.net. I pay $5 a month! In Bitcoin. They have excellent guides specific to Bittorrent, router setup, etc. NO EMAIL REQUIRED. Very seldom have I had a problem. Regular client updates. openVPN support. Based in Sweden, not a 5 eyes country. Heck, you can pay them cash for crying out loud!
I HIGHLY recommend them. No I don't get a kickback lol
Oh, lots of servers in lots of countries too. DNS leak protection, block on failure... I think that's it. Wait, port forwarding too!

I got lucky and bought a lifetime subscription a couple of years back during a promotion for around $75USD.
Every now and then you will find a slow server, but just switch servers if that happens and viola! They have multiple servers per country in 48 countries (10 servers in the USA alone).
Other things I like: no logging ever, supports torrenting, choose your own cipher, you can use the app (cross platform app--Win/Apple/Linux/iOS/Android) or use the openvpn configs. It also works on routers.
