OpenVPN vs L2TP

hi.
I've read openVPN are suppose to be the fastest protocol but with my 3 routers (wzr-hp-450h, E2500, E4200) L2TP has been twice as fast regardless of build or VPN supplier (tried 4 different).
Is L2TP really suppose to be faster?
