Access Restrictions not working on local URL???

Access Restrictions by URL and Keyword don't appear to be applied to local addresses. I am trying to block 192.168.1.12/foobar.

Yes, I did hit apply, no, I don't have the http:// in front of the URL. Anyone know why this is and more importantly how I can make it work?

You can't block LAN-to-LAN traffic, it is not going through the router.
The 4 LAN ports are connected in a switch and behaves like any stand-alone LAN switch - traffic is passed directly between the ports by the switch hardware.
