when i disable 'dnsmasq for dhcp', the time counts down
but when i have it enabled, it never counts down

is it the reason why i never get a new ip?

Two different daemons, two different designs.
FYI dnsmasq is a much better DHCP server.

No you never get a new IP because dnsmasq assigns by algorithm and not sequentially. This way you will always get the same IP.
