I am obvious not doing something that should be apparent.

I have a D-link DIR-825 Hardware Version: B1 Firmware Version: 2.05WW

I am attempting to flash V24 PreSP2 Beta Build 21061 in the hope that I can get my HUAWEI E1820 working.

Strange thing is that if I follow the Installation Instructions on the wiki the device does not reboot after loading to 100%.

I am flashing factory-to-ddwrt_WW.bin after doing the 30/30/30 procedure and opening the Firmware Upgrade System - Version 1.0.0.2 -Date 2008/12/25 page.

According to the wiki the power light will remain out during this process. that is not happening. In fact it flashes yellow. But the file upload to 100% and then nothing. No error nothing.

I have left it for 10min but it does not reboot.

I tested Chrome Version 34.0.1847.131 but also used internet explorer 11

I am using Ethernet net port 1 on the rooter and have setup the static IP's as indicated.

So what am I doing wrong?

have you tried if you are still able to flash latest d-link firmware?
