I have my router setup in client mode to give internet to the connected LAN devices. In my apartment we also have a ethernet wall jack for getting IPTV. Unfortunately, this jack doesn't provide Internet though. So, I need to figure out how to setup my router so that all traffic to (126.96.36.199) is sent through the LAN uplink, while all other traffic continues to go through the WIFI client mode uplink. Is there anyway to do this?

Me thinks the OP’s issue has been misunderstood (or perhaps it’s just me, could be).
I think the OP literally has the router configured as “client” (as opposed to “client bridge”), which is essentially a WISP (wireless ISP) router. And if that’s the case, the router does have a DHCP client (and firewall). The “client” configuration is identical to a wired WAN configuration, except it obviously allows the router to connect to the ISP over wireless rather than wire. This might prove useful say in an apartment complex offering wireless internet.
I believe the problem the OP has is that his IPTV requires a static IP of its own, different from the public IP he’s getting from the ISP. And if that’s the case, you may need to use one-to-one NAT to establish a second public IP for IPTV on the WAN. It’ll work just as long as the IPTV device can still accept a local IP address behind the WAN.
Of course, it won’t work if you’re using someone else’s local network (e.g., 192.168.1.x) on the WAN. You must be able to get public IPs redirected to your WAN for this to work.
Anyway, that’s the way I read it, but I could be wrong.
Btw, I know the OP says “two uplinks”, but that didn’t make sense to me. If indeed the IPTV LAN connection and client mode router represented different uplinks, then what’s the issue w/ keeping traffic separated? They are separated, by definition. So I had to assume there's only one uplink, and IPTV still needed to be routed over it. And thus how to present its public IP back to the IPTV provider.
