How to limit both WAN and LAN/WLAN QoS?

I have a repeater setup that is experiencing problems due to client saturation.

ISP:
__R1:
____R2a - PC1/PC2/PC3
____R2b - PC4

R1, R2a, R2b: routers running DD-WRT special 16785.
R2a/R2b are repeaters to R1.
PC1 and PC2 are wireless clients sending traffic to each other - e.g. itunes library updates, etc.

I set WAN side QoS to limit R2a and R2b, etc.
R1/R2a/R2b use RTS to prevent conflicts.
However, I do not have RTS control over PCs

Normal internet-based traffic flows properly and is throttled appropriately.
However, when PC1/PC2 are exchanging data at full speed, other internet communication becomes clogged. R1, R2a and R2b all experience losses.
This is because PC1-PC2 communication is not throttled.

If I use LAN/WAN QoS, PC1-PC2 communication is managed, but the aggregate bandwidth to R2a, R1, etc. is not managed.

How can I limit both client-client and WAN bandwith?
