JFFS2 is GUI
Go to Administration Tab and there under Management Tab, closer to the bottom of the page, you should have an option for JFFS2 to enable and to clean.
There is a trick to do this:
When you enable JFFS2 go to the bottom of the page and click SAFE, but do not click Apply.
After you save it, go back check Clean JFFS2 and go to the bottom and this time click Apply Settings.
Router will reboot. It takes a longer while for it to reboot.
I, after this reboot, power router off and on.
When completed, go back to JFFS2 and check how much space you have available for your JFFS partition, it will tell you Total/Free=Available.
Since I use MEGA builds my jffs are very small or non-existing. So on one router, I had enough space to install ip6tables and ping6, on the other router my JFFS2 was 0B, so I run optware on this one, and everything runs from USB storage. _________________ Netgear R7000

While I'm doing this , I'm also flashing redboot to another REV C Actiontec.
I had forgotten what a pain in the neck it is to flash this router! Son of a bit**
I think I finally got redboot in it, but I can't for the life of me get that redlight to turn on the "internet" light , then after 30 tries of holding in the RESET button while booting it, I got the light to stay red
but no joy telnet 192.168.1.1 9000 I just get no response
I went through this same ordeal with my EDGE router that is running DD-WRT :cry:
I have also just let it boot as the instruction/comments on the Openwrt wiki say that it will default to 192.168.1.1 if DCHP fails _________________ _________________

There is something very strange with your download PATH.
As far as I know, on dd-wrt, only /tmp is temporarily writable, all the other dirs are read only.
Is your JFFS2 enabled? How much space is there available (use df -h or df -k)
Also, you can manually direct ipkg to download to a selected location (type ipkg without any switch and it will give you destination switches).
Finally, if you are searching for a file use this command: find / -name '*.ipk*'
It will search all locations starting with the most top directory "/" (=system root, not root-root).
Another option, maybe change to /jffs directory before you start ipkg install.
Otherwise, nothing else comes to my mind why it wants to download packages to /usr.... directory.
