Special Edition QoS doesnt work properly...ASK???

Dear,

I have special edition of dd-wrt where i can set kbits for up/down

the problem is why i still get full internet connection on the specify IP address that i QoS them?

I am using ADSL connection so i use ADSL modem that i plug into WAN port for my linksys wrt54gs v4.

Do i need to put WAN Setup on the "Basic Setup" for PPPoE? to make the QoS working properly? coz in my ADSL i already set PPPoe for the username/passw to my ISP
