QoS is disabled. No VPN, UPNP enabled, no complicated setup, pretty much using dd-wrt default settings.
My TV is connected to the R7800 DD-WRT build r53544 (tried more buils from 2017 to 2023, same results) through an Ethernet cable.
The R7800 is connected to the stock Netgear RAX40v2, which is connected to the FTTH modem. The PPPoE connection is on the RAX40v2.
I noticed that the quality of Netflix on my 2018 4K LG TV was degrading.
So I tried speed tests on the TV web browser, and the result was 32 Mbps on fast.com (40s Mbps on speedtest.net)
I did a speed test on my laptop using the same cable and same DD-WRT Ethernet port, and the result was 70 Mbps (my ISP speed)
I connected the TV to DD-WRT Wi-Fi, and the result was 70 Mbps.
I connected the TV to the RAX40v2 through Ethernet, and the result was 70 Mbps.
Tweaking networking and changing the MTU size on DD-WRT did not solve the problem.
Then, I reverted to an old stock R7800 firmware by applying a DD-WRT-to-stock image I found online. The speed test on the TV was around 32~35 Mbps (similar to the bad speed as on DD-WRT).
Then, I did TFTP and installed the latest stock Netgear firmware from their website, and the speed on the TV stabilized at 70 Mbps.
So, DD-WRT and old stock firmwares have that problem of slower lan port speed with my TV 100mbps Ethernet port.

It's now official for me, after trying many old and new stock firmwares and speed testing my TV after each update, I have found that Netgear has fixed the speed issue in the R7800 router with update 1.0.2.04 and later.
All firmwares equal to and below 1.0.1.30 suffer from this issue, as well as recent DD-WRT builds (the 09-28-2023-r53544 build has the bug).
In the release notes for 1.0.2.04 (https://kb.netgear.com/30794/R7800-Firmware-Version-1-0-2-04), I found the following point:
"Fixes the issue in which the upload speed behind the R7800 can only reach one-third of the actual speed for some ISPs."
I now remember that when I was using DD-WRT on my R7800, my upload speed was limited to around 38 Mbps of my total 70 Mbps ISP speed, even on Wi-Fi (I'm not sure about my TV), that happened when the PPPoE connection was on a TP-Link gateway between the ISP modem and the R7800. The upload speed issue on the R7800 was only fixed by replacing the TP-Link with the Netgear RAX40v2 as the gateway. However, the RAX40v2 did not suffer from the upload issue when it was connected to the TP-Link gateway just like the R7800.
I don't know if these two issues are related, but I'm sure that DD-WRT needs to upgrade something that it uses from the old R7800 firmwares which causes the slow download speed on my TV.
Notes for the TV download speed issue:
1- Only Ethernet is affected, wifi gives full 70 Mbps to the TV on old and new and ddwrt firmwares.
2- R7800 is DMZ'ed by the gateway router.
3- Not all devices suffer from that issue, I tested my laptop and it can deliver full Ethernet download speed.

R7800 on 53544 works as it should ...all lan ports in use no problems with speed
if your problems persist:
-due to misconfiguration
-poor ISP speed, due to chained routers and double NAT
-poor TV speed performance...as those have a CPU that has to serve multiple services and ect.
-bad cabeling and loose connections
-last build running could mean last build after even ten years time...so last build is 53544...use it instead of the one recommended from router database
-bad compatibility between client & hardware...

I reinstalled a fresh copy of dd wrt build r53544 over the most recent stock firmware, and did the speed test immediately before touching anything, the bug is still there.
You know installing a fresh copy will enable sfe and disable uPnP by default.

Not all devices are affected. My laptop doesn't have the issue just like your devices.
The issue, which affects some devices like my TV, is there on Netgear old firmwares and dd wrt recent firmwares (and may be old dd wrt firmwares), and Netgear has fixed it with update v1.0.2.04.

Just flashed an (old) stock Netgear v1.0.0.40 over ddwrt then performed a factory reset.
Please see the speed test result attached, same download speed issue on TV as in ddwrt most recent build r53544.

Did a hard reset also.
Nothing ia corrupt, when I upgraded to 1.0.2.xx from 1.0.1.xx the speed issue is fixed even without any reset.
And vice versa, when I downgraded from 1.0.2.xx to 1.0.1.xx the speed gets corrupted without any reset.
So it's a firmware issue.
