For SSH problems:

Do not forget the username to login with SSH or telnet is always root


Are you sure you connect at http:// and not https://
Recent browser sometimes only use https:// unless specifically instructed not to

I had a similar situation with R7800 approximately a year ago, when an upgrade went wrong for unknown reasons despite all precautions (appropriate browser, wired connection, wait long enough). I couldn't connect to the router at all and the only solution was hard reset and TFTP the firmware.
