How is the search domain in /etc/resolv.conf populated?

How is the search domain in /etc/resolv.conf populated? Looks like it's the "Domain Name" option in Basic Settings, however setting this in DNSmasquerade options isn't working:

server=172.87.80.1,172.87.81.1
dhcp-option=option:domain-search,dom.xyz,test1.dom.xyz,test2.dom.xyz
