Is your R9000 in the default configuration as an edge router in gateway mode? It's really helpful if we have the total picture of device configurations that apply.
Safer to use VPN server and client rather than UPnP or opening ports to access your plex server.
I tried setting up my ExpressVPN in the DD-WRT settings, but it slowed my download/upload speed considerably. ExpressVPN doesn't have Wirespeed, so I can't use that in the settings. So I have to use the ExpressVPN app.
Your referring to a commercial server (expressvpn), I am referring to configuring your own server either openvpn or wiregurad to reach inside your LAN from the internet.

The Operating Mode is set to Gateway.
Windows Defender Firewall was on, but turning it off had no effect (I rebooted computer too).
What other settings would help in figuring out my issue.
Still haven't gotten this to work. The Nvidia Shield Pro and the computer are both plugged into the router. Could there be some confusion with the IP address of the computer and the address of the Nvidia Shield Pro?
If you're trying to achieve remote access from the WAN side of router from the LAN to another device on the LAN, WAN NAT redirection, dns rebind, etc. is probably blocking that. You should be telling us your setup DD-WRT side like static leases are usually best. so post screenshot of your dd-wrt setup, we cant read your mind or magically glimpse your setup DD-WRT side. Read this
the top sections show what type of info we need the most to try help.
Also screenshots of your nvidia shield setup and Plex setup
You'll see that today Plex is saying it's Fully accessible outside my network. It did this last Saturday too, but then the rest of the week it was not accessible.
