Hi and welcome to the forum...
Yes OpenVPN is available...but some low class routers, do not have enough flash size ram and do not have it...exceptions are some very old WRT54 Linksys routers where there was a VPN build for those, but on those old routers VPN performance is so degraded...that it is impossible to operate...
VPN is very resource demanding and to be able to deliver some decent performance, it is suggested to be used at least on dual core CPU routers.....
In general when you ask for info you must state your router model and current firmware running...it is a must here, so the level of help...is higher...
