How do you delete a row, like not at the bottom?

DELETE only delete the last row.

I did a search : Delete Row

Nothing comes up.

Delete what, specifically? A static lease? A port forward? Please specify. AFAIK, you can only delete the last row on those; and that has been the complaint of many users for years.

Now that KP69 has replied and I had some sleep, I'de like to add something.

I read and re-read your post, I dont understand what you mean about any of it. We/I cannot see what you see. There are many rows in different pages.

May I suggest that you consider in future, post a screenshot along with such like worded questions, or type your questions into Google translate, it often outputs better results.

how to delete row...
its a very simple...transfer the value of last/bottom row to that one you want to delete and delete the last one...

or simply use advanced DNSmasq rules to give static IP's

Yes, I am @ Port Forwarding screen. I cannot delete, say the 3rd row from bottom up. What I did is copy the last 2 Row to a Notepad, then delete the last 3 rows and add back the last two row.

Is this the only way? I thought I miss something.

That's pretty much the only way to do port forwards and static leases via the webUI, as far as I/we know of, unless that has been fixed. There was an issue on the status page(s) with deleting entries that should be fixed, but it has not been tested 100% yet that I know of.
