There would have to be down time. Otherwise data loss would occur. I once maintained this same software for a television station BB, and the updates only took around 2 minutes, but I kept it up to date at the time. Ten plus years of database improvements would probably be a major undertaking, at this point. Best to do in increments one major version at a time, or even minors for that matter.
